ABOUT THE ROLE
This position is responsible for coordinating the development, implementation and evaluation of a comprehensive Business Continuity and Emergency Management program, including overseeing Emergency Social Services, ensuring the Department is in a state of operational readiness in the event of an emergency in accordance with corporate policies, standards and applicable statute/regulatory requirement.
WHAT YOU'LL BE DOING
• Collaborates/works with stakeholders and follows the corporate strategic leadership, planning and direction related to this function.
• Acts as a lead for the development and implementation of business continuity and emergency management program including training and public education.
• Leads the research and analysis on pertinent issues and trends for management to make informed program and policy decisions.
• Monitors and evaluates program delivery to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation.
• Provides direction in the development and implementation of program plans, and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans, standards, and business goals.
• Oversees the strategic and operational planning and the development of the communication strategies and annual business plan, including resources allocation, and monitors the action plan for achieving results
• Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
• Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
• Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
• Performs other duties as assigned to meet Departmental and Corporate objectives.
WHAT WE'RE LOOKING FOR
• Successful completion of a University Degree in Public Administration or related discipline with additional emergency management courses or approved equivalent combination of education and experience.
• Minimum three (3) years directly related experience in emergency management program implementation, including training, exercises and public education and quality assurance functions and minimum one (1) year of direct supervisory experience.
• Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act and reliable vehicle for use on corporate business.
• Demonstrated knowledge of emergency management program development, applicable legislation and industry standards, disaster exercise initiatives and current emergency management practices.
• Demonstrated knowledge of relevant Standards, Acts and Regulations.
• Demonstrated ability in the Region's leadership and core competencies.
• Demonstrated report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
• Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
• Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
• Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
